About the role
Based in our Newstead office in Brisbane preferred, however open to suitable applicants from other NHVR corporate officers. As the Manager Harmonisation you will be responsible for managing a specialist team to identify, assess, define, prioritise and implement harmonisation initiatives across policy, processes, systems, infrastructure and assets to deliver a borderless operational workforce.
Please note this is a three-year contract term.
Key responsibilities of this role are:
Lead the Harmonisation team, embedding the NHVR’s values and driving a high-performance culture.
- Evaluate ongoing opportunities for harmonisation, providing options analysis for Executive decision making.
- Develop a wholistic perspective on the future end state for asset, infrastructure and workforce capability for all On Roads Officers.
- Work with the NHVR Analysis Intelligence and Risk team and the Operations Training team to coordinate a future workforce model that provides effective, proactive deployment focussed on education in the supply chain and identifies and removes barriers to borderless operations and adoption of a national on-road compliance resource deployment model.
- Deliver harmonised business processes, systems, policies, asset and infrastructure plans that delivers efficiency, productivity and safety benefits to industry and the community.
- Work closely with Workplace Health & Safey team to standardise regional approaches to assessing and treating identified risks in the on-road operations environment and agreeing minimum standards to be applied nationally.
- Work closely with People & Culture team to assess and review deployment approaches and rostering principles applied locally to consult and evolve towards common standards and principles.

About You
To be successful in this role you will possess
- Tertiary qualification in business, public administration or relevant discipline.
- Extensive project management, leadership, people management, communication and negotiation skills.
- High level people management skills with the proven ability to lead, motivate and support employees to maximise engagement and achieve effective outcomes.
- Extensive change management skills with demonstrated experience in cultivating a positive work environment and a high performance, collaborative culture.
- Demonstrated ability to manage competing priorities and deliver quality outcomes in a complex reform environment within required timeframes and budgets.
- Demonstrated understanding of the key policy and strategic issues surrounding national heavy vehicle regulatory service delivery.
- Highly developed conceptual, analytical and problem-solving skills and the ability to apply sound judgement to decision making.
- Demonstrated ability to build and maintain credible and productive relationships within the organisation and across a diverse range of internal and external stakeholders.
- Highly developed written, oral and interpersonal skills appropriate to senior levels of government and industry, including clear and concise analysis and expression of complex ideas and issues.
