Program Manager - Compliance and Enforcement Program

As the leader of a significant multi-year Compliance and Enforcement Program, you will be responsible for driving the mobilisation, governance, and successful delivery of a transformative initiative that supports the NHVR's strategic objectives. You will ensure outcomes are delivered within approved scope, budget, and schedule while maintaining strong program governance and stakeholder alignment.

Working across business and technology functions, you will provide integrated program leadership to translate strategic objectives into coordinated execution. You will manage complex interdependencies, foster collaboration with delivery partners, and oversee the implementation of a contemporary compliance and enforcement platform that enhances regulatory effectiveness, improves operational efficiency, and delivers sustainable long-term value to the organisation.

Key responsibilities of this role are:

• Lead the end-to-end delivery of a major transformation program, ensuring outcomes are achieved within approved scope, budget, schedule and quality expectations.
• Provide leadership across business, technology, vendors and delivery partners to drive coordinated execution and achieve program objectives.
• Build and maintain strong relationships with executive, business and technology stakeholders, influencing decisions and managing competing priorities.
• Establish effective governance, reporting and performance management frameworks to provide clear visibility of program progress, risks and financial status.
• Proactively manage program risks, issues, dependencies and change impacts, ensuring timely resolution and delivery confidence.
• Oversee program financial management, including budgeting, forecasting, funding recommendations and investment insights to support informed decision-making.
• Manage external vendors and delivery partners, ensuring contractual obligations, deliverables and performance expectations are achieved.
• Lead multidisciplinary teams through complex business and technology change, fostering accountability, collaboration and successful transition into business-as-usual.

About You

To be successful in this role you will possess:

• Extensive experience leading large-scale programs and complex transformation initiatives in enterprise or government-style environments.
• Strong stakeholder engagement and influencing skills, with the ability to build trusted relationships and drive outcomes at executive level.
• Demonstrated expertise in program governance, executive reporting, risk management and benefits realisation.
• Proven financial management capability, including budgeting, forecasting, cost control and investment analysis.
• Experience managing delivery across internal teams, implementation partners and external vendors.
• Strong leadership skills with the ability to guide cross-functional teams and drive accountability in matrix environments.
• Proven ability to manage complex risks, dependencies and organisational change within large transformation programs.
• Sound understanding of contemporary project and program delivery methodologies, governance frameworks and hybrid delivery approaches.
