About the role
The Technology Lifecycle and Cost Manager provides comprehensive oversight, actionable insights, and governance over the full lifecycle and cost performance of NHVR’s technology assets and services. The role ensures that investments are optimised for efficiency, compliance, and strategic alignment by integrating asset tracking and management, financial analysis, and lifecycle planning.
Operating collaboratively with IT, Finance, and PMO divisions, the role supports smarter, data-driven decision-making around technology replacement cycles, renewal schedules, and meticulous governance of both OPEX and CAPEX expenditures. While working closely with tower owners and service leads, the role plays a consultative and advisory function, ensuring budget owners are informed and supported without assuming accountability or sole responsibility for spend decisions.
The role also strategically ensures differing management processes are addressed, such as depreciation tracking, end-of-life asset planning, and cost recovery at disposal. All efforts are underpinned by maintaining an accurate, unified source of truth for asset and expenditure data, enabling NHVR to deliver financial transparency, reduce inefficiencies, and meet its operational and strategic priorities.
Key responsibilities of this role are:
- Oversee and maintain the accuracy of the IT Asset Register and CMDB, covering hardware, software, and cloud services.
- Monitor the full asset lifecycle, from acquisition and deployment to maintenance and decommissioning.
- Ensure seamless integration of asset data from multiple systems, including Configuration Management Database (CMDB) and financial tools, to enable full traceability and maintain a unified source of truth for asset and expenditure data.
- Collaborate with Software Asset Management (SAM) providers to assess and maintain enterprise licensing requirements. Focus on ensuring licences are right-sized, aligned with organisational priorities, and compliant with contractual obligations. Enhance transparency and take proactive measures to optimise renewals, reduce over-licensing, and manage licensing costs.
- Identify and manage upcoming renewals, end-of-life risks, and asset replacement requirements.
- Monitor and analyse technology expenditure across OPEX and CAPEX.
- Create financial dashboards and models to track the Total Cost of Ownership (TCO) for IT services or towers.
- Provide insights that support Finance and PMO teams in long-term forecasting and budget submissions.
- Identify spend trends and recommend cost optimisation or avoidance strategies.
- Collaborate with Cloud and DevOps teams to monitor cloud consumption and ensure cost efficiency.
- Contribute to FinOps maturity by aligning resource usage with budgets and forecasts.
- Develop strategies to optimise cloud resources, prevent over-licensing, and align spend with organisational goals.
- Implement controls to ensure data quality, accurate cost attribution, and lifecycle integrity.
- Support Continuous Service Improvement (CSI) initiatives to enhance financial transparency and operational efficiency.
- Deliver regular reports to IT leadership and Finance on asset health, cost performance, and readiness for renewals.
- Partner with the PMO to embed lifecycle and cost insights into project and investment planning.
- Assist in the preparation of multi-year technology refresh roadmaps.
- Provide lifecycle and cost intelligence to inform vendor negotiations and contract management.

Skills and Capabilities
- Ability to interpret complex data sets to derive actionable insights for asset and cost optimisation.
- Strong verbal and written communication capabilities to effectively convey technical and financial insights to stakeholders.
- Proven ability to work across Finance, PMO, IT, and operational teams to align strategies and objectives.
- Skilled at identifying inefficiencies in lifecycle or cost management and proposing practical, cost-effective solutions.
- Meticulous in maintaining accurate asset and cost data to ensure organisational compliance and operational alignment.
Essential
- Demonstrated experience in IT Asset Management, Financial Analysis, or FinOps.
- Strong understanding of technology lifecycle management and cost modelling principles.
- Proficiency in data visualisation and analytical tools such as Power BI, Excel, or ServiceNow.
- Ability to translate technical and financial data into insights that enable informed decision-making.
- Exceptional stakeholder engagement and communication skills.
Highly Regarded
- Experience working within frameworks such as ITIL, FinOps, or ISO19770.
- Proficiency in the use of ServiceNow CMDB, SAM solutions, or similar platforms for asset management.
- Familiarity with cloud cost management and experience in FinOps best practices.
- Exposure to contract negotiation and vendor management strategies.
- Formal qualifications in Finance, Information Technology, or related disciplines.
